have him sign the check, and then sign my name and be allowed to either cash or deposit this check in my account? He owes me some money and has a different bank. I am under the understanding that he can sign it over to me and I can deposit it in my account but it can't be cashed....only deposited. Is this right any tellers out there?
Yes, just endorse the check like this:
His signature
Pay to the order of: Your Name
Your signature

It up to your bank whether or not they make the cash available right away.
when he signs it over to you, it's called a 3rd party check.
the bank won't just give you the money.
however, assuming you have more than that in your account, they will give you $100, but they'll put a $100 hold on your account for a week or 2.
(generally far longer than it really takes the check to clear.)

btw, that's much harder today, because communication between banks is so much better.
You can do that, but the bank will only give you cash for it if it is fairly sure that the cheque will be paid (like if it's a cashier's cheque). Otherwise, it'll have to be deposited.
You can definitely deposit it in your account. Some banks will be willing to give you the cash right away, some may not. It can't hurt to ask.
